Current Research Activities
My research lies within and at the intersection of municipal finance, urban and real estate economics, urban growth management, and transportation policy. I recently published a book wherein I assess the effectiveness of development charges to fund urban development in the Global South, especially India. It was published by Cambridge University Press. Additionally, I am currently leading two externally funded research projects. The first project seeks to examine the opportunities and challenges with employing three housing finance tools—employer-assisted housing, predevelopment revolving loan fund, and loan guarantees—to reduce greenhouse gas emissions by producing affordable in-fill housing that would, in turn, reduce vehicle miles traveled (a significant source of greenhouse gas emissions in California). The second project, funded by the state of California, explores whether the distressed communities of the two largest regions in California—the Bay Area Region and the Los Angeles Metropolitan Area—are taking a disproportionately large proportion of the new population without adequate measures to mitigate the potential negative impacts the influx of new development/people might bring to these communities.
Research Connections to Current Events
My research is primarily motivated by concerns about the potential for inequitable outcomes of public policy measures. For example, it explores direct and indirect equity impacts of various infrastructure finance mechanisms such as impact fees, tax increment financing, and special assessment districts, as well as policies such as those that promote compact development in existing communities.
