Post Completion OPT
Post-Completion Optional Practical Training (OPT) is a temporary employment authorization issued by the U.S. Citizenship and Immigration Services (USCIS). The work students pursue while on Post-Completion OPT must be directly related to his/her/their major field of study. Post-Completion OPT may be used either:
- after the completion of a degree program or
- after completion of all course requirements and are only left with a project, thesis or comprehensive final exam.
Post-Completion OPT is generally issued for a duration of 12 months, but may be for less time if the student has previously applied and been granted Pre-Completion OPT.
This is a multi-step application process in which students must request and get an I-20 with Post-Completion OPT recommendation from ISSS to then file their application with U.S, Citizenship and Immigration Services (USCIS). Students cannot begin working until their OPT has been approved by USCIS and they have received their EAD card in hand.

Post-OPT Eligibility
You must meet ALL of the following criteria to be eligible to apply for Post-Completion OPT.
- Must have been a full-time student for at least one consecutive academic year. *OPT eligibility requirements may reset due to a leave of absence or SEVIS record termination. Please consult with an ISA for more information.
- Be in valid F-1 status when requesting OPT I-20 from ISSS and when application is submitted to USCIS.
- Be in good academic standing: your cumulative GPA on your transcript must be at an acceptable level (minimum 3.0 for graduate students and 2.0 for undergraduate students).
- Academic Advisor verification (via the OPT I-20 request e-form) confirming you will be completing your degree and are in good academic standing.
- Be physically in the U.S. when requesting the OPT I-20 from ISSS and submitting your application to USCIS.
- Have not previously been approved for post-completion OPT at the same degree level.
How do I apply for Post-Completion OPT?

- Atttend a Post-Completion Workshop to learn more about Post-Completion OPT. Review the F-1 Employment Workshop events page for dates and times.
- Pay the one-time $150.00 administrative Post-Completion OPT fee by going to this link. Make sure you select the correct payment option for the "OPT fee" (it's the first item on the menu.) You will need to submit proof of payment receipt when you submit the Post-Completion OPT I-20 request to ISSS.
- Submit a completed OPT I-20 Request Form to ISSS.
- When you submit the e-form, it will be sent to your Academic Department for them to review and sign off on your OPT request. If your Academic Department approves the form, it will then be sent to the ISSS office for processing. Once your Academic Department has signed off on your OPT request, you will receive an email that your request has been routed to ISSS for processing.
- Once received by ISSS, processing time for an I-20 with Post-Completion OPT recommendation, is 5-7 business days. ISSS will email you when the new I-20 has been issued. USCIS is accepting digitally signed I-20's from ISSS, so we will email you the I-20 with OPT recommendation. You will need this I-20 with OPT recommendation to file your OPT application with USCIS.
- While you are waiting for your I-20, review the following tutorial. It will give you
a list of documents to gather for your application, as well as I-765 guidelines.

Do not submit your OPT application to USCIS until you have the new I-20 with OPT recommendation from ISSS.

- Once you have your I-20 and have prepared your OPT packet, please be aware that USCIS must receive your completed OPT application within 30 days of the new OPT I-20
issuance date. Make sure to visit USCIS's website for the most up-to-date forms (I-765, G-1145) and instructions.
- If you are unable to file your application within the 30 day deadline, email the advisor that issued your Post OPT I-20 to request a new I-20.
- Optional, but hightly recommended: Atttend a Post-Completion OPT Application Packet (I-765) Prep Workshop for tips on filing your online OPT application with USCIS. Review the F-1 Employment Workshop events page for dates and times.
- USCIS offers 2 different ways to file an I-765 (Post-Completion OPT) application with
USCIS, via online or mailing. We recommend that you file the I-765 online. Review ISSS Online filing of I-765 for OPT/STEM OPT.
- Only if you are unable to file online, then you can mail your
application and supporting documents to USCIS. Review ISSS Mailing I-755 for OPT/STEM OPT. (BEFORE mailing your application, we highly recommend meeting with an Advisor from ISSS to find out why you are unable to file online).

- Approximately 2-3 weeks after USCIS receives your application, you should receive
a receipt notice with a USCIS case number.
- If you file online, you will be able to access your receipt notice in your USCIS online account.
- Check your filing receipt for any errors and email ISSS if there are any errors.
- Once your OPT is approved by USCIS, you should receive an approval notice (I-797 Notice
of Action) and EAD (Employment Authorization Document).
- You cannot start working until your OPT has been approved, you have your EAD card in then, then work within the authorized dates (noted on the card) in a job (paid or unpaid) that is related to your major.
- Working before your OPT is approved or before you have received your EAD card in hand, is a violation of your F-1 visa status.
- Understand your responsibilities to:

What should I do while Post-Completion OPT (form I-765) is pending?
Do Not Work
You cannot start working until your OPT has been approved, you have your EAD card in hand, then work within the authorized dates (noted on the card) in a job (paid or unpaid) that is related to your major. Working before your OPT is approved, before you have received your EAD card in hand, or outside the approved dates is a violation of your F-1 visa status.

OPT processing can take 2-3 months, sometimes longer. You may add premium processing to your already filed OPT application, by filing the form I-907 and paying the premium processing fee. (You can learn more about premium processing in our FAQ section on this page).

Update Your Address
Have you moved after applying for OPT? And this move will affect where your EAD card will be mailed? Update your mailing address with USCIS here: Online Change of Address. Please note that the longer you wait to update your address once you have a pending Post-Completion OPT application, the less likely it is that USCIS will send your I-797 receipt notice and EAD to the correct mailing address. We advise you to use this feature with extreme caution and to speak with us before doing so.

Label Your Mailbox
To ensure proper and timely delivery of any USCIS notifications, including the application approval and EAD card, we strongly recommend you add a label to your mailbox with your full name (Last and First Name used on Form I-765).
What should I do after Post-Completion OPT (form I-765) is approved?
EAD Typographic Error(s)
After receiving your Employment Authorization Document (EAD), check the card for any
errors, especially the work authorization dates.
If you receive an EAD card from USCIS that contains a typographic error, please email us at [email protected] to inform us of the error, so we can advise you accordingly.
OPT Reporting Requirements
Once you receive your Employment Authorization Document (EAD) and it becomes active (EAD start date), you are required to comply with federal OPT reporting requirements to maintain F-1 status. Click here to learn more about OPT Reporting Responsibilities.
How do I maintain F-1 status while on Post-Completion OPT?
While on Post-Completion OPT, you must follow certain rules to maintain your F-1 status:
- Work with the dates of the authorized (EAD) Employment Authorization Document. You may only work from the start date to the end date listed on the EAD (no more than 12 months of work authorization).
- All employment (paid and unpaid) must be related to your major field of study.
- Employment must be at least 20 hours per week (to be full-time), in order not to accrue unemployment days.
- Do not exceed an aggregate of 90 days of unemployment.
- Report employment via the SEVP portal or directly to ISSS within 10 days.
- Report a change of address within 10 days of moving via the SEVP portal.
- Maintain a valid travel signature.
- Validity of 6 months, when on OPT.

Frequently Asked Questions (Post-Completion OPT)
- Do I need to have a job/job offer to apply for Post-Completion OPT?No, a job offer/job is not required when applying.
- Since OPT processing can take 2-3 months, sometimes longer for USCIS to process, is
there a way to speed up the processing?
Yes. Students filing for Post-Completion OPT have the option to file for Premium Processing. USCIS will take adjudicative action within 30 days or will refund Premium Processing fee.
1. You can file for Premium Processing, when submitting your I-765 application to USCIS. You will be prompted to complete the Form I-907 along with your I-765.
2. You have the option to add the Premium Processing to your already filed application, by completing the Form I-907 for Premium Processing and paying the fee.
If you choose to file for premium processing for your Post-Completion OPT application, you still need to get an I-20 from ISSS with the Post-Completion OPT recommendation prior to filing your application with USCIS.Filing Fee for Premium Processing: $1,685 if you are filing Form I-907 for a pending Form I-765 with eligibility category (c)(3)(B) Post-Completion OPT. Please note: These fees are in addition to all other filing fees required by the application or petition you are submitting.
- When does my 60-day grace period begin? What am I allowed to do during my grace period?
Every F-1 student should be entitled to a 60-day "grace period" beginning on the day after the program (graduation) end date indicated on your I-20. During your 60-day grace period, you can choose to (1) apply for OPT to start working via OPT; (2) get a new I-20 to start a new degree progam at SJSU; (3) transfer your SEVIS record to another institution or (4) make preparations to depart the U.S. and return to your home country, since you will not be doing one of the other 3 options. You are not allowed to take courses during your grace period.
- What can I do if I have been waiting for more than 90 days for my EAD card?You may be able to submit an inquiry ticket through the USCIS's website. You can add premium processing to your application, by filing the form I-907 and paying the fee for premium processing. You may also schedule an appointment with an ISSS Advisor for more information. Please periodically check the USCIS Case Processing page to learn about the current processing times for I-765 applications.
- What if I have Post-Completion authorization, but don’t ever find a job?You will be out of status once you have accumulated 90 unemployment days. We recommend that you make arrangements to return home and consult with our office as soon as possible.
- Am I still allowed to remain in the country even though my 60-day grace period has
expired, and my OPT application is pending?Yes. Provided that your OPT application was officially received by USCIS within a timely manner. Timely filing is USCIS receiving your application within 30 days of ISSS recommendation for Post-Completion OPT. You will be permitted to remain in the U.S. until USCIS renders a decision on your OPT application.
- Will my unemployment days start accumulating if I don’t receive my EAD by my requested
OPT start date?Not necessarily. If USCIS does not process your EAD by your requested start date, then they should give you a start date that matches the day that your OPT application was approved.
- Will my unemployment days start accumulating once my 60-day grace period expires if
I have not received my EAD by then?No. Although you may experience a reduction in your overall 12-month OPT allotment if you do not receive your EAD before your 60-day grace period expires, your unemployment days should not begin until you receive your EAD. Specifically, your unemployment days will begin accumulating AFTER the start date on your EAD.
- When can I start working on Post-Completion OPT?
Students can begin working on Post-Completion OPT once their OPT has been approved by USCIS, they have received their EAD in hand, and the start date listed on the EAD has become valid.
- What should I do once I receive my EAD in the mail?Please keep both hard and soft copies for your records and review for accuracy (start/end dates, name, birth date, etc.). If there are any errors, email ISSS to let us know. You may also submit a copy of your EAD to ISSS via our general inbox at [email protected].
- How do I report my employment once I find a job?You should receive access to the SEVP Portal to report your employment once you are approved for OPT. Any employment updates while on Post-Completion OPT should be reported to the SEVP Portal within 10 days of the change occuring.
- What type of employment can I have while on Post-Completion OPT?While on Post-Completion OPT, students must be working in a position that is directly related to their SJSU major. The position can be paid or unpaid as long as it does not violate Fair Labor Standard. To stop the unemployment clock, students must be working full-time (20+ hours/week).
- Can ISSS tell me whether a potential job offer would be related to my studies?No. Only you and/or your Academic Department could determine whether a potential position would relate to your studies or not. We are not experts in your field, therefore it would not be prudent for us nor are we qualified to determine the relevancy.
- Can I change employers while on Post-Completion OPT?Yes, you may change employers while on Post-Completion OPT, provided that you report the change into the SEVP Portal within 10 days, and the job is related to your major field of study at SJSU.
- Is remote work allowed on Post-Completion OPT?
Students participating in Post-Completion OPT may work remotely as long as they continue to comply with regulatory requirements regarding practical training and continue the employer's mentoring relationship.
- What type of status do I have during Post-Completion OPT?
You will remain in F-1 status as long as you continue to maintain your F-1 status while on Post-Completion OPT. Review the requirements to maintain valid F-1 status while on Post-Completion OPT. You will need to make sure that you know the type of employment you can do while on approved Post-Completion OPT, as well as your reporting requirements through the SEVP Portal.
You will be granted an additional 60-day grace period once you complete Post-Completion OPT, during which you can make arrangements to return home, or choose to go into another degree program at SJSU or at another US school. If you are a STEM major, you may also choose to apply for the STEM OPT Extension before your current EAD expires. - Am I allowed to travel abroad before I receive my EAD and after I graduate?ISSS strongly discourages students from traveling out of the country AFTER they have graduated and BEFORE they receive work authorization (EAD). Before traveling, students should ensure that they have a valid EAD and job verification (job offer letter) in addition to a valid passport, valid F-1 visa, signed I-20, etc.
- Am I allowed to travel abroad after I receive my EAD?
Yes, students on post-completion OPT may travel after their Post-Completion OPT is approved and they have received their EAD. Prior to travel, students should review the ISSS Travel and Re-Entry information. Before traveling, students should ensure that they have a valid EAD and job verification (job offer letter) in addition to a valid passport, valid F-1 visa, signed I-20 with travel signature (valid for six months), etc. Please note students cannot be outside of the U.S. for longer than 5 months.
- Can I take classes during my Post-Completion OPT authorization?Students on Post-Completion OPT may only take non-degree seeking courses through community education programs such as Open University for enrichment purposes. Students should be cautious of enrolling in several non-degree seeking courses with the intention of fulfilling prerequisites for a future degree program.
- Can I work during the 60-day grace period attached to the 12-month Post-Completion
OPT authorization?Students are not allowed to work after the expiration date of their EAD. Students may be permitted to continue working after the expiration date of their EAD, only if they applied for STEM OPT Extension, and their application was received by USCIS BEFORE the post-completion OPT EAD expired.
